OBJECTIVES OF THE PROGRAMME
The Department of Administration and Finance is responsible for providing efficient and effective support service to all programmes and activities of the organization in the South-East Asia Region in respect of human resources management, administration, budget and finance, procurement, conference, IT services, staff security and staff medical services. The objective of the Human Resources Management (HRM) unit in SEARO is to recruit the best qualified personnel in a timely manner; deliver effective and efficient HR services to clients in the Regional Office and country offices; promote a culture of staff well-being and development; and guide staff, including new and reassigned staff members, as well as managers through the provision of expert advice on all human resource related matters.
DESCRIPTION OF DUTIES
Under the broad guidance of the Regional HR Manager and the direct supervision of the Programme Operations Officer (HR), the incumbent performs the following duties:
Support in all matters relating to staff and non-staff grievances and HR cases that require further investigation and action, including compilation of relevant background and contextual information; ensure maintenance of appropriate records/files.
* Provide administrative support in the compilation of relevant background and contextual information on matters which are the subject of an administrative review or appeal; and maintenance of appropriate records/files.
* Manage/handle (i) recruitment/selection against senior international professional positions ensuring efficient planning and compliance with prescribed processes & /timelines, including finalization of all selection documents. (ii) recruitment of WRs in SEA Region; (iii) reassignment of SEAR staff members as well as appointment through inter-agency transfer; (iv) loan of staff members; (v) secondments from UN and non-UN entities to WHO and vice-versa;
*Undertake compliance check of selections undertaken by SEAR country offices under their delegation of authority – in terms of adherence to due process/harmonized selection process.
*Assist in review of policy documents/decisions/resolutions of governing bodies and high-level meetings and prepare summaries, briefing notes, highlighting implications for staff and or follow-up action, coordinate inputs and prepare SEAR’s submissions to such meetings.
*Assist in interpretation of WHO Staff Rules and Regulations, HR e Manual provisions including HR policies and procedures; implementation of effective internal controls ensuring adherence to WHO rules and regulations, strategies, and policies.
*Support in organizational restructuring/review exercise, human resources planning including skills inventory, staffing gap analysis and succession planning;
*Support the implementation of policy on staff mobility in SEA Region, GS staff rotation, including short-term developmental assignment.
*Provide support for the work of internal/external audit teams and coordinate responses on HR issues.
*Provide support in the operational planning for the biennium as well as in the monitoring of the HRM programme; assist in mid-term and end of biennium assessment exercises, including reporting.
