To strengthen CSO capacities in promoting evidence-based policy advocacy and participating in policy dialogue for well-governed, equitable, and inclusive green growth, energy, and the extractive industry. This includes a focus on equitable and sustainable management of natural resources, transparency and accountability, governance, and upholding environmental, social, human rights, and labor standards.
  2. To enhance the engagement of communities, particularly youth, women, vulnerable groups, and indigenous communities, in the extractive sector and energy. This includes enabling their full participation in decisions affecting their lives and rights to sustainable livelihoods, while also addressing environmental, social, and governance risks.

This call for proposals aims to empower CSOs to fulfill their advocacy and watchdog roles, strengthen their technical capacities, and contribute to informed and objective debates on challenges and opportunities. CSOs will play a key role in empowering citizens, shaping public policies, and bringing expertise from the ground to the upper levels of government.

The programme will support a participatory process with CSOs and local communities to ensure their voices and concerns, especially those of women and youth, are heard and considered in decision-making processes. It will also support measures aimed at strengthening access to information, transparency, and accountability.
