District De-Addiction Centres Grant 2026 – The Department of Social Justice and Empowerment, Ministry of Social Justice & Empowerment, Government of India, has invited Expression of Interest-cum-proposals from eligible organizations for setting up District De-Addiction Centres (DDACs) under the National Action Plan for Drug Demand Reduction (NAPDDR).

The latest notice, dated August 4, 2026, covers 315 identified gap districts across India. Eligible organizations can apply through the Ministry’s e-Anudaan portal. The portal will remain open throughout the year, with proposals considered periodically based on recommendations from the concerned States and Union Territories.

About the NAPDDR DDAC Grant

District De-Addiction Centres are intended to provide comprehensive prevention, treatment, counselling, rehabilitation, after-care and drug demand reduction services.

The centres will bring together facilities previously provided through IRCA, ODIC and CPLI programmes and are intended to provide accessible de-addiction services at district level.

Priority will be given to districts that do not currently have an IRCA or DDAC facility.

Who Can Apply?

Eligible NGOs and organizations can apply for setting up a DDAC in the identified gap districts.

The current notice specifies that organizations already running any of the following may apply:

  • Ministry of Social Justice & Empowerment-supported IRCA
  • State Government-supported de-addiction centre
  • Government hospital
  • Privately run de-addiction centre

Such organizations should generally have been running an IRCA or de-addiction centre for at least two years in the State/UT where they are applying.

The notice also allows start-ups consisting of young persons/professionals who have graduated from leading social institutes in India or abroad to apply, provided they have at least two years of experience in drug de-addiction treatment.

Rent-Free Accommodation Requirement

Organizations applying for a DDAC must have suitable rent-free accommodation meeting the NAPDDR standards.

The accommodation may be provided by the concerned District Administration. Where the District Administration does not provide suitable accommodation, an eligible NGO may provide rent-free accommodation itself.

The organization should not seek rent for the premises.

Eligible Districts

The August 4, 2026 notice identifies 315 gap districts across India.

The list includes districts in states and Union Territories including Andhra Pradesh, Arunachal Pradesh, Assam, Bihar, Chhattisgarh, Delhi, Gujarat, Haryana, Himachal Pradesh, Jammu & Kashmir, Jharkhand, Karnataka, Kerala, Madhya Pradesh, Maharashtra, Manipur, Meghalaya, Mizoram, Nagaland, Odisha, Punjab, Rajasthan, Sikkim, Tamil Nadu, Telangana, Tripura, Uttarakhand, Uttar Pradesh and West Bengal, among others.

The district list is subject to change through additions or deletions by the Ministry according to requirements on the ground.

For example, the current list includes Kendrapara in Odisha.

What Will the DDAC Provide?

The main focus of a District De-Addiction Centre is early prevention, education, demand reduction, identification, treatment and rehabilitation of people affected by substance use disorders.

Activities may include:

  • Awareness and primary prevention programmes
  • Prevention and risk-reduction activities for children, adolescents and young people
  • Identification and training of peer educators
  • Life-skills education
  • Counselling and referral services
  • Treatment and rehabilitation
  • After-care services
  • Skill development for recovery
  • Community-based drug demand reduction activities
  • Support for individuals, families and communities affected by substance dependence

Minimum Infrastructure

The DDAC should be accessible and connected through public transport.

The required built-up area varies according to the location and patient capacity. The notice specifies minimum space requirements for centres serving 15 or 30 patients, together with facilities for treatment and rehabilitation, Drop-In Centre activities and CPLI activities.

The centre should also have suitable consultation, counselling, recreation, medical, storage and patient-support facilities.

Grant and Financial Assistance

The financial assistance is provided according to the NAPDDR cost norms.

For setting up a DDAC, the current norms provide non-recurring expenditure of:

₹3.25 lakh for beds, furniture, equipment, computers, refrigerator, CCTV installation and related requirements

₹20,000 for an Aadhaar-based biometric attendance system

Total non-recurring assistance: ₹3.45 lakh

Recurring expenditure is also supported according to the approved norms.

The current budget norms indicate an overall annual allocation of approximately:

₹70.64 lakh for rural areas

₹70.04 lakh for urban areas

The actual admissible expenditure will be governed by the NAPDDR scheme guidelines and approved budget.

Application Deadline

There is no fixed annual closing date mentioned in the August 4, 2026 notice.

The Ministry states that the e-Anudaan portal will remain open throughout the year for new DDAC projects from gap districts. Recommendations from States and Union Territories will be considered periodically.

Therefore, interested organizations should apply as early as possible rather than waiting for a separate closing date.

How to Apply

Eligible organizations must submit their proposals online through the Government of India’s e-Anudaan portal.

Physical or hard-copy applications will not be considered.

Before registering on e-Anudaan, NGOs must have registration with the NGO-DARPAN portal of NITI Aayog and obtain an NGO Unique ID. The e-Anudaan portal also requires the organization’s PAN and other registration details.

The Project Screening Committee of the Ministry will assess eligible proposals and recommend organizations for establishing and running DDACs.

Important Points for Applicants

Organizations should carefully verify that:

  • The proposed district is included in the current gap-district list.
  • The organization meets the experience requirements.
  • Suitable rent-free accommodation is available.
  • The proposed centre meets the required infrastructure and service standards.
  • The organization can provide the required professional and support staff.
  • All required documents are available for submission through e-Anudaan.

The Ministry may modify the list of gap districts and may amend, cancel or invite fresh proposals under the programme.
